Tomas Reyes, Executive Director

Since 2019, Tomas has served as our Executive Director, guiding the Division’s growth, strategic direction, and evolving role within an increasingly complex primary care landscape. He is a senior healthcare executive with more than 30 years of leadership experience across the private, public, and non-profit sectors. His background spans healthcare transformation, organizational leadership, governance, strategic operations and community engagement.

In his role, Tomas provides organizational and operational stewardship, collaborating closely with physician leaders, the Board, regional and provincial partners, municipalities, and the Health Authority to advance an integrated, sustainable primary care system. He also participates in regional leadership structures alongside peer organizations and senior health system partners to help shape coordinated strategies that influence primary care delivery and system integration.

Tomas brings a broad, strategic perspective to primary care and healthcare system transformation. His experience includes leadership roles at Fraser Health within the Integrated Primary and Community Care portfolio and at Doctors of BC, where he supported the Family Practice Services Committee, led the province-wide “A GP for Me” initiative, and contributed to the early development of Primary Care Networks across BC. He has also worked closely with Divisions in the Fraser Region, leading physician engagement, strategic planning, and care initiatives.

Recognized for his collaborative, values-driven leadership, Tomas excels at aligning diverse partners, navigating complexity, and turning strategy into sustainable action. He has built trusted relationships with physicians, health system leaders, government, and community organizations—primarily through influence, credibility, and consensus. Committed to strengthening primary care and system integration, he is passionate about fostering partnerships, advancing innovation, and supporting transformation that improves experiences for providers and patients.

Outside of work, Tomas cherishes time with family and friends and enjoys music, movies, running, dancing, travelling, and volunteering in the community.
